Formation of Indian National Congress (INC)


All India regional organisations and their leaders relatised during the meeting of National Conference (1883) and Indian National Union (1884) that the time has come to create a common platform of pan India nature to create political awareness among the masses.


However, the idea of establishing a pan India organisation was given a formal shape by a retired civil servant Alan Octavian Hume in 1885.


The first meeting of Indian National congress was convened in Gokul Das Tezpal Sanskrit College in Bombay in 1885. This assembly was presided by Womesh Chandra Banerjee (W.C. Banerjee).

Myths associated with the foundation of INC 

Theory of Safety Valve 

  • As per the imperialist point of view A.O. Hume, the retired British Civil Servant was solely responsible for establishing INC in order to provide a safe outlet to ventilate the grievances of rising middle class and also to prevent any major uprising.
  • However, this view was not accepted by the nationalists.
  • According to them, no single individual was responsible for the formation of INC and it was the result of the efforts of early political organisations and early nationalist leaders.
  • All things considered, it can be said that if A.O. Hume was using INC as a Safety Valve then the early nationalists were using it as Lightning Conductor in order to avoid official suspicion regarding their intentions.
